INTERNATIONAL MASTER’S PROGRAM

MASTER OF GLOBAL PUBLIC POLICY


The MGPP is a two-year master’s degree that meets international standards and has been carefully benchmarked to the top graduate-level public policy programs around the world. It has three elements: a core curriculum, two concentrations, and a final project.

 

The Russian Presidential Academy of National Economy and Public Administration (RANEPA) is launching a new Master of Global Public Policy (MGPP) degree program that is designed to prepare its graduates, as future leaders and professionals, to address global challenges with sound public policy.

 

This program, the first of its kind in Russia and taught entirely in English, welcomed its inaugural class of 24 students in September 2014.. Building on this success, it will continue attract top students and scholars from around the world to Moscow and create exciting opportunities for Russia’s engagement in the ongoing policy dialogue on our common global future.

FACULTY AND TEACHING PHILOSOPHY

The MGPP will be delivered by world-class faculty, drawn from Russia, Europe, North America, Asia, and the BRICS partner institutions.  Among our distinguished faculty are Vladimir Mau, Sergey Zuev, Andrei Zorin and Yermolai Solzhenitsyn.  The program will be guided by a teaching philosophy of engagement, experimentation, and exposure to cutting-edge theory and proven practices.  Students will be encouraged to question, critique, explore, and examine key and emerging global policy issues, guided by faculty and senior policy practitioners from government, NGOs, think-tanks, international organizations, and the private sector.

LEADERSHIP

The first Director of the MGPP is Professor Robin J. Lewis (Ph.D.), who was Associate Dean of the School of International and Public Affairs (SIPA) of Columbia University from 1985-2007. He also served as the first Executive Director of the Global Public Policy Network (GPPN), an innovative consortium of graduate public policy programs founded by SIPA, the London School of Economics and Political Science (LSE), l'Institut d'Etudes Politiques de Paris (Sciences Po), and the Lee Kuan Yew School of Public Policy at the National University of Singapore (NUS). He was instrumental in establishing a now fully-operational system of dual master's degrees between the four institutions.

 

CURRICULUM

SEMESTER 1
All MGPP students take the following five courses as a cohort in the first semester.

1. Policy-Making
2. Governance: Origins and Concepts
3. Research Methods
4. Economics for Public Policy I
5. Russia and the World

SEMESTER 2
All MGPP students take the following five courses and a non-credit Professional and Career Skills Development Workshop as a cohort in the second semester.

1. Economics for Public Policy II
2. Statistics for Public Policy
3. States and Markets
4. Public Management
5. ANY ONE of the following courses:

Global Governance
International Trade and Development
Sustainable Development

6. Professional and Career Skills Development Workshop (required non-credit course)

All students will also attend a required monthly public policy seminar, the McKinsey Global Public Policy Forum, in this semester.

SEMESTER 3
All MGPP students take the remaining two core courses and the “Thesis/Capstone Design and Proposal Workshop” as a cohort. They also take the required workshop and seminar from their chosen concentration.  Concentration 1 is “Russia and the World” and Concentration 2 is “Global Development and Emerging Economies.”

GLOBAL PARTNERS


The MGPP is being created with the advice and active support of a number of leading public policy experts from the US, Canada, China, Brazil, South Africa, France, Singapore and other countries.  The World Bank is a strategic partner and RANEPA is developing collaborative partnerships with global public policy institutions, including the newly-established International Development and Public Policy Alliance (IDPPA), whose President is Professor Robin Lewis and whose members are:

LEADERSHIP

Professor Robin J. Lewis
Director

The first Director of the MGPP is Professor Robin J. Lewis (Ph.D.), who was Associate Dean of the School of International and Public Affairs (SIPA) of Columbia University from 1985-2007. Alexey Verbetsky
Associate Director

Alexey Verbetsky is the Deputy Director, International Institute MSSES at RANEPA. He has over 15 years of managerial and consulting experience in both public and private sector and has been supervising the implementation of complex international educational programs since 2007. Mr. Verbetsky currently teachest Russian and English courses on business environment and research methodology. He holds an MA in Economics (New Economic School), MBA (Kingston University London).

Francis Vérillaud
Francis Vérillaud has served as Vice President of Sciences Po Paris since 2002, and as the director of international affairs and exchanges at Sciences Po since 1995, he has been the principle architect of Sciences Po’s internationalization strategy.

Leslie A. Pal
Professor

Leslie A. Pal is Chancellor’s Professor of Public Policy and Administration at the School of Policy and Administration at Carleton University, and Director of the Centre on Governance and Public Management. Dr. Pal taughtat the University of Waterlooand the University of Calgary before taking up his current position at Carleton University in 1992. He has also been a visiting scholar at the J.F K Institute for North American Studies at the Free University of Berlin.

Scott Fritzen
Associate Dean

Scott Fritzen is Associate Dean (Academic Affairs) and Visiting Professor of Public Policy at the Wagner Graduate School of Public Service at New York University. In January, 2014, he was named Associate Provost at NYU Shanghai. His teaching and research center on two themes: professional policy education and public sector reforms in developing countries, with a particular interest in the challenges of corruption control and decentralization.

Tumun Tsydypov
Senior Project Manager

Tumun Tsydypov is Senior Project Manager at the Forum Center in Moscow, which provides analytical support to the Open Government Project in Russia. His primary role is to lead special policy review projects for the Government of the Russian Federation. Prior to his appoinrtment at the Forum Center, he served as Associate Vice-Rector and Adviser on International Strategy at RANEPA. Being responsible for strategic international partnerships, he was a key member of the project team that designed the Master of Global Public Policy program in cooperation with the World Bank.
