Position Summary
Supports the management of a program(s) in the field; supports the development of project work products, to include but not limited to, program timelines, budgets, reports, and other products/documents as identified.
IREX seeks a Program, Monitoring, Evaluation and Learning Officer (PO- MEL) candidate in North Macedonia for an ongoing five-year USAID-funded program, that started in May 2021. In partnership with local organizations, the program will champion healthy, responsible, empathy-driven citizenship primarily among youth through heightened awareness of misinformation and disinformation.
The PO will be based in Skopje, North Macedonia, report to the Project Director, and be responsible for day-to-day support of program activities, including planning, logistics, and general implementation and the knowledge management of the project. S/he will also support the Project Director and Senior Technical Advisors to design and implement the Monitoring, Evaluation and Learning Plan activities and overall project learning, including gathering and reporting on YouThink data and applying IREX’s impact evaluation methods to assess program outcomes.
Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by supervisor.
Background and Skills
Experience
• Bachelor’s Degree in social science, statistics, education, public policy, or another relevant field.
• 5+ years of progressive job experience supporting or managing monitoring, evaluation, and learning (MEL) activities (and/or data management) in international development or exchange programs. Experience with designing and implementing MEL instruments, surveys, and/or other resources for US government-funded (USAID, US State Department) projects related to education, media, youth development, civil society, civic engagement, and /or other relevant programs is preferred.
• Experience supporting implementation of donor-funded international development programs in management, operational, administrative, and/or technical functions, including reporting.
Skills
• Professional communication skills in Macedonian and English (written and oral), including a demonstrated ability to convey assessment, monitoring, evaluation, and learning concepts to program staff and in-country partners and present information in reports.
• Proven success in designing, implementing, and operating project MEL systems from project initiation to closeout.
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans that support learning agendas and contribute to program efficacy.
• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
• Excellent time management and organizational skills, including ability to prioritize tasks under deadlines and among competing priorities.
• Excellent interpersonal skills and ability to work in diverse, muti-cultural environments.
Summary of Responsibilities
• Under the direction of the Project Director, create and manage processes for the planning and implementation of the YouThink program including a strong focus on monitoring, evaluation and learning support, coordinating implementation, monitoring activities, grants, and other duties as assigned.
• Support the mobilization of partners and participate in meetings with government stakeholders, civil society, and private initiatives as needed.
• Refine and implement the project’s Monitoring, Evaluation and Learning (MEL) efforts across all components including identification of process, output, and outcome indicators.
• Support virtual and in-person events, especially program learning events, including developing content, facilitating sessions, supporting planning and logistics, and providing leadership and oversight to junior staff.
• Contribute to the implementation of key program management and support to the local partners.
• Support the drafting of subaward with partners and contracts with vendors or consultants.
• Support the monitoring of subawards.
• Produce and update program deliverables and project learning and impact including materials, handbooks, templates, and guides for program partners, program reports, presentations, evaluations.
• Contribute to broader IREX-wide learning activities, including collaboration with IREX’s global Learn to Discern and Information Integrity & Resilience community and the Center for Applied Learning and Impact (CALI).
• Establish and maintain productive and collaborative working relationships with partner organizations, institutions, youth, and other program stakeholders relevant to portfolio.
• Support the drafting of deliverables to donor in a timely manner and draft content, impact and network highlights, and program data for program reports.
• Contribute to internal IREX program reporting, knowledge management and information sharing.
• Contribute to communications that highlight the work of partners and other media literacy tasks as needed.
• Participate and contribute to meetings with USAID, external stakeholders, and local partners.
• Contribute to capacity building support, as needed, to local partner staff on program implementation and MEL activities.
